PROTECTIVE Equipment Service

PPE is considered to be any item designed to be worn or held by an individual for protection against one or more safety hazards. In Europe, placing PPE products on the market is regulated by the PPE Regulation (2016/425). This applies to most safety products intended for use in leisure and sports activities, as well as for professional use.

PPE- protective Eyewear, Footwear, Gloves, Helmets, clothing, High Visibility clothing, Filter, Medical Gloves, Gowns and masks.

Construction Products service

Regulation (EU) 2024/3110, adopted on November 27, 2024, supersedes Regulation (EU) No 305/2011, establishing harmonized rules for the marketing of construction products within the European Union. This regulation maintains the principle of subsidiarity, wherein Member States retain exclusive competence over construction works regulations, while the EU exclusively governs the internal market for construction products.

The Regulation adopts a performance-based approach, requiring manufacturers to declare their products' performance in a harmonized manner that aligns with national requirements. The assessment methods and performance criteria are primarily developed through the European standardization system and according to standardisation requests issued by the European Commission. These standardisation requests are drafted in response to regulatory needs identified by Member States and, when necessary, European regulatory demands.

 This harmonization aims at facilitating the free movement of construction products and reducing assessment costs, thereby enhancing competitiveness. Importantly, Regulation (EU) 2024/3110 standardisation requests that EPDs must now be included in the Declaration of Performance and Conformity (DoPC), ensuring that environmental data becomes an integral part of the product performance information.</p>

Low voltage appliances service

If you manufacture or import electrical equipment for the EU market, the Low Voltage Directive is not optional paperwork — it is a legal prerequisite for placing your product on the market. Directive 2014/35/EU governs all electrical equipment designed for use with a voltage range of 50 to 1,000 V AC or 75 to 1,500 V DC, covering everything from consumer appliances and industrial machinery to lighting equipment and power tools.

Non-compliance carries serious consequences: market withdrawal, customs seizure, financial penalties, and personal liability for company directors in some member states. Beyond the legal risk, a CE marking affixed without proper documentation exposes you to product liability claims if an incident occurs.

Studio G. Cascella Consulting walks you through every stage of compliance from identifying the correct legal framework to signing the Declaration of Conformity.

TOYS

Toys placed on the market in the EU must bear the CE marking, undergo a safety assessment, and have an EU Declaration of Conformity.   Toy products are highly regulated. Safety standards are constantly updated and modified as the understanding of risks increases and new products are developed. It is essential to understand the legal requirements that apply to toys (including national deviations) and to be up to date to avoid non-conforming products and market recalls.

At Studio G. CASCELLA Consulting , we help all toy suppliers – manufacturers, retailers and importers – assess the potential risks at every stage of the toy life cycle and manage them effectively and efficiency.

 CE MARK

 According to the EU laws, Manufacturers are obliged in ensuring that their products, placed on the extended Single Market of the EEA ( European Union Member States + Iceland, Liechtenstein and Norway) meet European safety, health, and environmental protection requirements.

It is the manufacturer's responsibility to carry out the conformity assessment, set up the technical file, issue the EU declaration of conformity, and affix the CE marking to a product. Only then can this product be traded on the European market. Under the EU decision N. 768/2008/EC on a common framework for the marketing of products, the Authorized Representative shall perform the tasks specified in the mandate received from the manufacturer.

The "new approach" directives  for CE Mark have an explicit obligation of the written form for the appointment of the Authorized Representative by the manufacturer. The mandate shall allow the authorized representative to do at least the following tasks:

a) keep available for the national supervisory authority the EC declaration of conformity and the technical documentation for a period of ten years following the placing on the market of the product;

b) following a reasoned request from a competent national authority, provide all information and documentation necessary to demonstrate the conformity of a product;

c) cooperate with the competent national authorities, at their request, on any action taken to eliminate the risks posed by products covered by their mandate.

The figure of the "authorized representative" can in no way be confused with other figures belonging to the trade chain, such as "importers" and "distributors". lick here and start typing.

Certification in the recreational boating industry under the Recreational Craft Directive 2013/53/EU (RCD)

Watercraft and their components sold in the EU must comply with harmonised technical safety and environmental requirements and meet the administrative obligations defined by the RCD a regulation at European Union (EU) level .

These safety and environmental requirements refer to the design and construction of the craft with specific limits for exhaust and noise emissions as well as for some of the craft's components.

RCD requires that manufacturers keep a technical file of all relevant data and officially declare the conformity of their products. A CE marking must be affixed to the product and users must be provided with detailed information about safety and maintenance.

These products are covered by the RCD :

Recreational craft between 2.5 and 24 m hull length;  Personal watercraft ;  Used and converted watercraft ; Marine components;  Marine engines.

This directive applies to both new boats and used boats with a length of 2.50 meters to 24 meters.

Who is authorised to carry out the CE certification?

It is carried out either by the manufacturer or by a partner authorised in the EU.

How can I tell if the boat is CE certified?

First of all, a CE certificate is issued (declaration of conformity) and in addition, the so-called CE sticker is affixed to the boat so that it is clearly visible. The sticker gives information about the seaworthiness and distinguishes 4 categories, from A-D.

What about boats that do not comply with the EU standard?

For these boats there is the possibility of post-certification (PCC, Post Construction Certificate).

The following topics are in the foreground:

noise emission ;  exhaust emission ; seaworthiness.
